BILLS & MINUTES VOTE: Laura moved to accept the minutes from June 12th as amended, John seconded, and approval was unanimous. VOTE: George moved to accept the minutes from August 14th as amended, Dave seconded, and approval was unanimous. Deb submitted her August hours for review. Correspondence Received: 1. Application for Hazardous Waste Collection day in Stow. 2. Draft of the Open Space and Recreation Plan for the Town of Stow. Bob mentioned that two years of work went into creating this Plan. The last Plan was done in 1997 and expired in 2002. It is very important to keep the Plan current because it is a requirement for self-help grants. Bob also explained that only parcels that are included in the Plan are eligible for self-help grants. Bob briefly reviewed the nine priorities, as identified on page 3 of the Plan. There will be a public forum on October 5, 2006 when the Plan will be presented and discussed. NEWS AND VIEWS Bob mentioned that many towns are bringing the CPA to their next Town Meeting. Laura mentioned that the new regulations for the Local Initiative Program (LIP) have been posted on the Massachusetts Departments of Housing and Community Development (DHCD) website. She pointed out that the new regulations seem to be encouraging a 70% of annual income for affordability levels for housing. She also mentioned this excerpt from the regulations : The municipality has taken an action or given an approval that contributes to the creation of qualifying of Low or Moderate Income Housing units through new construction, building conversion, adaptive re-use, or rehabilitation Deb mentioned that the Kunelius files have all been given to the Board of Selectmen as requested. Deb also mentioned that the Lake Boon Association held their informative meeting last night (September 10th). She heard it was well attended and the attendees were very supportive of the program. She believes the LBA would like to be on the CPC agenda for September 25, 2006. DEED RESTRICTION Action Item: John will email Bob Billups & Deb the draft Deed Restriction documents in PDF format. The committee members reviewed all 4 draft documents. During the discussions, the committee agreed that the program must be fair and consistent, and this theme was reiterated many times while discussing various issues. Action Item: Laura will distribute a list of all issues discussed. A copy of the list will be attached to these minutes. The members did find some inconsistencies throughout the draft documents. Action Item: Deb will email Judi Barrett (consultant from Community Opportunities Group) and ask for a cleaned up version. It was discussed that the guidelines should be separated into 2 documents: one targeted at the applicant & one written as an overview for anyone interested in learning more about the program. Action Item: Deb will request that Judi Barrett (consultant from Community Opportunities Group) email all the documents in Word format so that Action Item: Laura can make these changes and create the 2 separate documents. (George left the meeting from 8:35 8:43pm to briefly attend the School Building Task Force meeting) Bob Billups, Housing Partnership, shared a few thoughts. 1. Given the nature of real estate investments, he thought that no guarantees should be made to applicants regarding the future value of the homes. 2. It should be made clear that if the applicant is eligible for a tax break, it would happen one year after the Deed restriction is purchased. 3. Bob believed the percentage of the value of the home should be based on the appraised value, not the assessment. 4. Bob believed that when Judi was referring to the 70% she meant 70% of the Median Family Income is the affordability level for a deed-restricted house, which would provide a broader pool of applicants. However, a buyer would have to meet the states affordable eligibility, which is 80%. Time Table for Moving Forward: Deb will request cleaned up versions of the drafts from Judi (September 18th), Send Jon Witten the cleaned up versions and Lauras notes & ask for revisions by October 9th. Distribute the new packet to the CPC and discuss at the October 16th meeting.
